According to the Ontario Immigrant Nominee Program (OINP) website, Ontario is planning to introduce the EOI system for the In-Demand Skills, Masters Graduate & PhD Graduate streams in the near future.

What does this mean?
If you wish to apply for an Ontario provincial program, you can begin by registering an EOI profile at any time.
Without the system, applicants could only register when Ontario opens its online portal.
When you register an EOI profile, you will be entered into a selection pool, similar to Canada’s federal Express Entry pool. You will then be given a score based on your answers. Ontario will invite the highest scoring to apply for a provincial nomination.
If you have been invited to apply, the OINP will notify you.
Your registration on the EOI system is valid for 12 months, or until you receive an invitation. If you wish, you could also withdraw your registration.
It is free to register. However, if you receive an invitation, you will have to submit an application and pay the required fees.
How do I register an EOI?
You must first create a profile in the OINP e-Filing portal. Make sure you are eligible by reading the applicant requirements. You can then register an EOI for one or more streams.
The details you provide must be true and accurate at the time you register. You are also able to update your profile at any time.
How does Ontario rank candidates?
Candidates are ranked according to their EOI score. The score is given based on the skill level of the job offer according to the National Occupational Classification (NOC) of the occupation, and the candidate’s Canadian work experience.
It also takes into account the candidate’s wage, education, language ability as well as the region in which the candidate studies or works.
The province can also award an additional 10 points based on the provincial labour market needs.
The scoring system may be different depending the stream you are applying for.

Job Offer: NOC Skill level

- NOC Skill Level A – 10 points;
- NOC Skill Level B – 8 points;
- NOC Skill Level C – 0 points;
- NOC Skill Level D – 0 points.
Job Offer: NOC Type
- NOC Type 0,1,2,3,9 – 10 points
- NOC Type 4,5,6,7,8 – 5 points
Job Offer: Wage

- $40 per hour or higher – 10 points
- $20 to $39.99 per hour – 5 points
- Less than $20 per hour – 0 points
